It should be used if you apply a policy that is only applied during logon, like Folder Redirection.
If no such policy was applied, the switch is ignored.
When a user reports that her machine is stuck at Please Wait or Applying Personal settings, you almost want to curse Windows for being so vague.
Your first troubleshooting step should be to enable Verbose Mode.
All a user will see, possibly for a half-hour or more if they haven't restarted for a while, is the electric hamster wheel and the words "Please wait...".
